BotReply subscribes the webhook for you and encrypts your access token at rest. Twilio is supported as an alternative if you already send WhatsApp through them.
Do I need the WhatsApp Business API to use BotReply?
Yes, and connecting through BotReply is how you get it. The Embedded Signup flow provisions WhatsApp Business API access on Meta's Cloud API as part of setup, so there is no separate application process to complete first. You need a phone number that is not currently active on the consumer WhatsApp or WhatsApp Business app.
